Here's an example of a public health effort that, so far at least, has not worked. The goal was to slow the reinfection rate for the sexually transmitted disease called chlamydia. That is, the researchers wanted to help teenage girls with chlamydia understand their risks and change their behaviors, in order to prevent reinfection.
